Adobe's cloud storage and limited commenting tool bar

Is there a reason why when I open file from Adobe's cloud storage that the commenting tool bar does not include the drawing items?

Does you open the file in Acrobat Reader?

Yes. The top of the window has the file name (Opened from Adobe's cloud storage) - Adobe Acrobat Reader (64 - bit)
