Always show the Certificates tool pane in Reader DC?
Hi,
I would like by default shown the Certificates Toolbar as shown below for all users?
Can you tell me how to do this (via Setting, Group Policy, etc).

Adding tools and there features to be opened with all others being hidden by default in Adobe Reader is not possible by settings/preferences or group policy as this is designed behavior of Adobe Reader.
You can only customize the Tools pane and can show or hide them. Further customization is possible in tools pane by using Acrobat Customization Wizard Welcome to the Wizard — Acrobat Customization Wizard DC for Windows
