An Error Occurred During The Submit Process. Authorization is required for this network service.

As of the latest update (2020.009.20063) if a user click on a submit button in a form it then asks for their login credentials.  In literally the last version they entered their crendentials and the form is sent without error.  Since the latest patch update afte they put in confirmed working credentials you get the following error message.  "An error occurred during the submit process.  Authorization is required for this network service".

I checked every setting between the two versions and aside from a few new menues there is nothing that looks like it should stop that submit function.
