I am new to adobe. Do I need to pay separately for apps or can I purchase an app that does everything?

    $50 a month gets you Creative Cloud, about 20 apps for Mac and Windows. They don't do "everything", Adobe have many more apps for everything from technical manuals to government form delivery. Perhaps you could tell us what you want to do?
