Attachments with Special Characters in the Name

I have a PDF with attachments that have special characters in the name.  When I click the attachment, I get the normal security warning, "This document is trying to connect...".  I click the "Allow" button and nothing happens.  No warning, no error, no attached file opening.

Is there a restriction on special characters in attachment names?

No, there doesn't appear to be a restriction on special characters in attachment names.  All of the "normal" special characters work.  i.e. anything depicted on a standard 102-key English keyboard.
