Blank Adobe Download Manager

My Adobe Reader started slowing down my system end of last year, then started stalling my computer whenever I had worked on a pdf document and wanted to save it. Two days ago my antivirus (Avast) quarantined a word document I was trying to save as pdf; flagging it as being infected. Since then I have tried to uninstall Acrobat and after a long struggle managed to do that through the Windows Installer CleanUp Utility. I am trying to reinstall Reader and step 1 and 2 goes well. But step 3 never appears. All I get is a blank Adobe Download Manager window and a blank Internet Explorer page. I can send screen grabs of it, if it will help.

    Please install Reader DC from: Adobe - Adobe Acrobat Reader DC Distribution and see it works.

    It was going well but then I got this error message and I had to abort:

    Error 1328. Error applying patch to file C:\Config.Msi\PTAE9B.tmp. It has probably been updated by other means, and can no longer be modified by this patch. For more information contact your patch vendor.
