Is it possible to share a PDF online so it can be read in the browser but can't be downloaded by the reader? I'd like to charge for access to a PDF but don't want to risk it being downloaded and emailed to non-payers.

No. At least not without a very expensive digital file management solution.
Maybe just give them a taste of the file in the text of the web page and have them order it if they want more. That won't keep anyone from sharing of course but at least they wouldn't be able to snag it directly from your site.
