Can't download via Google Play

Many people have this problem downloading via Google Play:  If you have 2 or more phones on a family plan,  all downloads from google play go to only one phone, whichever phone asked for the download. It seems that Google does not address downloads to the requesting phone number but to the one and only phone number your mobile phone provider has linked to a Google account.

Therefore I need ti be able to download Adobe Reader  DIRECT FROM ADOBE TO MY PHONE NUMBER  totally bypassing all the Google rubbish.

Please all App providers take note!!

    This is not an Adobe problem or a Google problem. For each account there is a LIST of phones registered to that account. When trying to download an app you have to select the phone it downloads to. There is a Drop Down list where you do that.

    The mobile phone provider doesn't create links to a Google account.
