Can't open new PDF files on Apple iMac

Recently I have not been able to open PDF files from my emails.  I have an Apple iMac with Big SUR IOS 11.6.6.  Whenever I try to open a file this message comes up:

"The operation could not be completed as Acrobat Reader doesn't have permission to access: ~/Library/Containers/com.apple.mail/Data/Library/Mail Downloads/1AACFBB5-BB79-468C-8CA7-93FD0342402A/.

Launch privacy settings to grant access?" It then takes me to my Privacy settings which don't have any wording related to the message. I have Enable Java Script ticked, which is a suggestion I saw on the Adobe website.  I have reinstalled Adobe Acrobat Reader twice, and after the second time I was able to open one file from my email.  But when I tried to open a second file I received the same message again.  I can open these files on my ipad, just not my computer.  Could you please suggest how I can resolve this problem.  Thank you.

This is a "feature" of macOS (not iOS, unless you are using a mobile device). You need to grant permission for every app to access various folders.

Which tab are you on in Security and Privacy? I think you want the Accessibility tab.
