Can't open pdf files unless I save them first

I'm using Windows 10 and using Optus Webmail with Micorsoft Edge.  I can open saved pdf files ( and Office files too) but when I try to open a pdf directlyfrom an email I get the following error message:

There was an error opening this document.  The requested file operation failed because the storage policy blocks that type of file.
