Can't open some PDF docs for no reason (mac)

Sometimes I can't open PDF docs without apparent reason...

Can someone help me? 😄

Something is blocking it at the file level. Are these files located locally, or on a remote drive of some sort?

Are you able to copy and paste them to the desktop and open them from there?

Locally. I copied them to the desktop and the problem remains.
