Can't select text - Reader DC

This is driving me crazy - I can't seem to find an answer - document isn't protected, I've selected the text select tool - but am unable to select text to copy in ANY pdf file.

Similarly, highlight tool doesn't work either - any suggestions?

May be this are scanned documents.

No - as I said, it's all documents. It's text - I can place a cursor, I just can't select text...
