Can you convert a 1.3 PDF format version to 1.4 or higher PDF format version?

Can you convert a 1.3 PDF format version to a 1.4 or higher PDF format version?  It does not appear you can do what appears to be straightforward.  You can convert to other application formats, but not PDF.  My scanner does a 1.3 file format version, but the upload site requires a 1.4 or above.

    Of course you can: use Save As.

    Make an edit or add a comment to see "Save" not greyed out.

    No, Acrobat Reader allows to comment and save any PDF file.

    I just tested a comment, and it did seem to work.

    It does not look like you can do an edit without signing up for a free trial, which I do not want to do.

    It does not look like you can do a Save As without changing the file type.

    Open your PDF with Acrobat Pro, Acrobat Standard or Acrobat reader.

    Add a comment.

    Save.

    Remove the comment.

    Save or save as.

    Now your PDF is 1.6 or 1.7

    I can not save it; see the screenshot.  This is how I thought it would work.  Basically, a user can not change the file version format without agreeing to a subscription at about $10 a month or $120 a year.

    I did get it resolved enough for what I am doing.  Opened the PDF document in Word, made a change, and saved it; removed the change and saved it back as a PDF, and it has a file format version of 1.7.  Thanks for the help!
