Cannot download adobe reader "latest adobe downloaded (already)"

Please help, I received a document that requires me to download the latest adobe. I uninstall and re-installed, but am still getting an error message that the latest adobe reader had been downloaded. I am unable to download to open any pdf files.

    Hi Wan_Ting,

    We're sorry for the trouble you had, please reboot the machine once and (assuming you are on Windows 7 machine) install the C runtime file in Windows 7 operating system, refer to the following URL for obtaining the Windows update https://support.microsoft.com/en-in/help/2999226/update-for-universal-c-runtime-in-windows

    Reboot the machine and try installing Adobe Reader from the following URL and check Adobe - Adobe Acrobat Reader DC Distribution

    If you are not on the Windows 7 machine, which operating system is installed?
