Cannot open hyperlinks in pdfs

Currently Using Adobe Acrobat Reader DC version 2015.020.20042 which has url links within the pdf. When hovering over the link the url shows up and the cursor changes to a finger pointing with a box that has a 'W' in it. When I click on the link nothing happens at all. Here are the steps I have tried after researching on the web and forums....

Repair the installation

Change Trust Manager Settings to 'Allow PDF files to access all web sites'

Change Trust Manager Settings to "Custom Setting" Always Ask, click on link it pops up and ask for permission I grant it, nothing happens. Click on link again, nothing.

Change Trust Manager Settings to "Custom setting" Allow access, add the url. Click on link, nothing happens.

Under Preferences -> Documents -> PDF/A View Mode Change "View Documents in PDF/A mode: Never" was on "Only for PDF/A documents".

We are running on a Windows Server 2008 R2

Thank you in advance for any help.

I also want to mention that if I take that same document and open in another computer using Adobe Reader XI Version 11.0.18 the links work fine.
