Cannot pan when zoomed in with hand tool

Usually I can pan up and down the page with the hand tool when zoomed in, but recently I have not been able to and I need to rely on the scroll bar.

I tried uninstalling Reader DC and reinstalling, but the same issue persists.

This is a completely new issue for me, and I did not change any settings before this occurred, your help is appreciated.
