Cannot store pdf due to message that says "This document contains forms."

Lately, even after updating Reader DC, when I open pdf documents on a web site, I get one screen which opens the document, but when I click on download icon in the upper right portion of the screen, I cannot then save the document because of the message at the top of the viewing pane that says "This document contains forms."  When I click on "Save as" under file I get a dialog box that says I can save a blank copy of the form, but not the document.  I don't understand why I cannot save the document.

Anyone know why this is happening.
