Changes to Preferences settings does not stay

Hello,

I would like to find out how I can retain the settings under Preferences after I have applied the changes. I am using Adobe Acrobat Reader DC version 2019.008.20071. However, I noticed that after I have made the changes it was not retained when I closed and open back the PDF files. I had saved the Preferences settings as below:

Kindly advise as even after I set “Remember current state of Tools Pane” my Hand Tool (Hand sign) still come back although I have set it as Select Tool (Arrow sign). The reason that I want to keep the “Select Tool – Arrow” is so that I do not need to keep changing back each time I open a PDF file. Appreciate your reply.
