Changing scroll direction issue

Question

When changing direction in scrolling there seems to be a lag or someething where I need to scroll two positions in the desired direction for the page to actually move. Once I'm scrolling in the desired direction it only takes one scroll wheel postition to cause a change. For instance: if im on set on full page mode I can scroll down and each scroll wheel position/click will change the page but when I go to scroll back up the first positionchange/click does nothing and then the second one will change to the previous page. This is minor but annoying. I dont remember this being the case ever before, maybe a weird update or new setting? is there anyway to fix this?

As per the issue description with changing scrolling direction. Would you mind sharing a few more details to understand the issue better?

Is it happening on any other app two like when you view a PDF on chrome browser or some other app?
OS name and version version?
If possible, could you provide a screen recording or a video that shows the issue clearly?
