Is there a way to change the size of the surrounding boxes to move a comment text box? When you make a text box small, it is hard to move the text box quickly because the boxes surrounding the text box cover up the text.

Sadly, there isn't much can be done to change the surrounding boxes as it is a designed behavior of Adobe Reader, however, you can file a feature request using the URL Feature Request/Bug Report Form
