Comments Toolbar Buttons Resets To Default Selection Every Day

I customize the buttons I want on the Comments Toolbar using "Customize Comments Tools" but everytime I re-open Adobe, it has reset to the default buttons.  Then I have to go back and re-select all the buttons I want again. 

It's the same with the main toolbar on the right.  I add the Certificates Tool to this toolbar but it disappears everytime I close Adobe & then I have to redo it again.

I can't do this every day.  Is there someone that can help me with this please.

Slowly making progress.  Now after yet another few days of adding it every day the certificates tool is now sticking to the toolbar.

What amazes me is that I have not performed any upgrades and yet with time the problem seems to resolve itself.  There's just one tool still dropping off from the Comments Toolbar but I'm keeping my hopes up that one of these days the program might remember it!

Since I cannot edit my own post I will reply to it.

Now I noticed that Adobe finally remembers my button selection from three days ago but every change I make to it today is still discarded when I reopen.

Still unable to get Certificates Tool to remain in the toolbar for longer than one session
