Constantly Receiving Error 10:10 when Adobe Renders in Iframe in IE11

Over the past few years we have seen a large increase in the number of Adobe 10:10 Errors in our environment with a specific application that calls the adobe plugin from IE into an iframe window.  (Windows 10, XenApp Citrix, IE 11).  We have tried all of the fixes that the vendor has suggested and still it continues rampid.  We've tried fixes we see on the community boards with the "Enhanced Protection", opening in 32 bit IE tabs, have it display in fast web.  Nada.  

We are running Version 2019.012.20036 of Acrobat Reader DC and it got worse.  Now I know 10:10 errors have been around since at least 2011 from the web but was wondering if anyone has ever found a true fix/suggestion/reghack/sacrifice that can eliminate this pain.  

One thing to note:  Once we receive the error, if we close the Adobe error and close the oldest window that had used the plugin last, it will launch next time without a problem.  As if the IE session has lost or locked the plugin somehow if that makes any since.

PS - We have to use this application in IE11 as they use Active X and haven't completely phased it out yet so I can't cheat to another browser.

I feel like maybe we're talking about the same application calling the Add-In.  We've gone round and round with the vendor (who says they only support Reader, not full Acrobat) and they keep telling us we're the only ones complaining.  I've read/researched more Adobe garbage than any one person should have to.  Our problem is definintely random as not all users have it - but I've got a user now who can barely open any PDF's in our document management software because of this iFrame problem.

Ours is also with our document management software.  Just curious, do you happen to be in the Insurance Industry of some sort for your document management system?  If so, maybe we should talk and pool our findings to the vendor.
