converting scanned pdf file for editing either in pdf or word

i have i scanned file in icelandic and when i try to convert it either in pdf editor or word it does not allow icelandic langue.  In drop down menu for available languages is not icelandic as in word.

Is possible to add icelandic langue package similar as in microsoft word.
