converting Word to PDF

I've tried every which way to convert a Word document containing links to TOC fields into a PDF where the links still work. It stopped working a few Office updates ago. I have not changed any settings, which are all correct. I've tried free download convert-to-pdf programs all to no avail. Libre converts the links fine but it messes up the formatting so I can't use that. Please help.

It doesn't work with any Adobe product that I try (free or otherwise).
