Copy text in pdf

Hi, I wonder why I cannot copy all the text of this pdf. It was created from a ordinary word file in windows 7.

If you cannot select single words -I cannot but I am using an iPhone- you do not have proper text but an image.

Does this have to do with the Word settings in windows 7?
