Corruption of pdf using IIS7

We recently migrated a web based file uploader that wasbdeveloped inhouse to our new windows 2019 std web server. 

When users upload pdf fils the header os corrupted. The original file is in tact. 

Is there a known issue and a fix for this. 

The app uses c# in .net4.

We are not specifying any utf encoding in the web config
