Default "Save As" Location when opening PDF from internet

I am using Windows 10 and Adobe Acrobat Reader DC 2020.006.20042. (Protected Mode is off)

The problem is that when I opened PDF from the Internet and click "Save As", the pop-out common dialog box will direct to IE temporary files location, i.e. C:\Users\USER_NAME\AppData\Local\Microsoft\Windows\INetCache\IE\HOIEGVP7

The "Save As" location seems to rely on where the temporary files is saved but not the "Last Save As Location".

I have searched for the same issue(about10 years ago) and there is no solution for that.

I would like to ask is there some method to change the default "Save as" location to our decided location.
