Digital signature with web camera - WebCam does not start

I used to be able to apply a digital signature by signing a piece of paper and holding it up to my web cam.  After switching to a new computer (with Window 10) when I select the option Use a webcam (New!) the web cam doesn't run and I get the following note "Please make sure your webcam is working and is not being used". I checked my webcam drivers and it's at the latest and my webcam works with all applications with no issue. Please help!
