Disable All Annotation, Markup, Combining, Editing of PDFs on Reader via Group Policy

Is it possible to use GPO or registry entries to completely disable the ability for some users to edit any PDF they interact with? We want to make sure some users cannot edit a PDF in any form when they get them and make Adobe Reader a strictly reader. 

I have tried to research the issue and really have not received a complete answer.
