Disable "batch" scrolling

When I do about 4 scrolling points (with the mouse wheel) in a row (one after the other, quickly), the document moves MUCH more than it would move if I did 4 scrolling points slowly. This is very inconvenient for me, since 4 scrolling points is very few and more often than not I find myself looking at any part of the document.
Is there a way to disable this feature?

Hi! I don't know how to call it. My  mouse scroll wheel moves by points (it is not a fluid movement, has set points where it stops). Each of those would be a "scrolling point".
Re-phrasing, making the same amount of movement of the wheel doesn't result in the same amount of movement on the document, depending on the speed at which I do the movement.

Your mouse wheel settings are modified with the mouse software. At least, my Logitec mice let me set and tune those parameters.
