Disabling the right hand Comment/Sign/Cloud pane on startup

Three different threads on this site state that it can be disabled.  Two that said Edit>Preferences>Page Display>Zoom to Fit Width.  This does not work.  The third says Edit>Preferences>Documents>uncheck Open tools pane for each document.  This does not work.  What works?  and why on earth is this the default position to have this pane open?  It makes no sense.

    Hi Entropybrain,

    I apologize for the inconvenience caused. To permanently hide the Right-hand Pane in Acrobat Reader DC or Acrobat, do the following Go to Edit > Preferences > Documents, and then select Remember the current state of Tools pane.

    If this doesn't help, you can use the Adobe Customization Wizard to Disable the Right-hand  Pane permanently by creating a package of Reader DC or Acrobat. To download Customization Wizard: Installation and setup — Acrobat Customization Wizard DC for Windows

    Follow the steps from Tools Customization — Acrobat Customization Wizard DC for Windows
