Distribute Adobe Acrobat Reader within organization

We want to distribute Acrobat Reader to all devices within our organization. According to this page we need a Distribution Licence Agreement. But when visiting the "Apply now" link under "Apply for a desktop licence" we get an 400 error. We reached out to the Adobe Support and they told us to post here. Anyone who can help with this?
