Do i need Distribution agreement

We have formed distribution agreement with Adobe in the past, but i'm not sure if we really need one. We have Adobe Reader DC latest available exe installer on a Windows share (downloaded via Adobe's publicly available ftp server), but it is not distributed automatically. When we prepare new PC (or old PC for a new user) we just install Adobe Reader DC with that installer manually (or install on top of an older XI version). If a PC already has DC version, we do nothing as it will automatically update itself. So, is such installation considered distribution and do we need an agreement?

I am not a lawyer but I think that putting the EXE on your own server counts as distribution.

Also, if IT staff install this software, who accepts the EULA? If it is not the end user, this also needs a license.
