Document security showing 'not allowed' - but only when viewed with Reader.

We are running into an unusual situation with multiple documents at our agency.  When viewing the properties>security with Adobe Reader, it shows that a couple of items are locked.

 

The documents should not have any security on them.  In a couple of situations, the locked documents were actually flattened forms that were created by printing to a new PDF.  Adobe Reader is the only PDF reader that show this security.  Adobe Acrobat Pro does not - nor do other non-Adobe products.

 

Versions that we are running:

 

Acrobat Pro 2023.003.20201

Reader 2023.001.20143

The information is correct. Acrobat Reader can't assemble documents and can't extract pages.

Yes.  I am aware that Adobe cannot do this, but the documents do not have any security on them - which is what Reader is showing.   In the most recent instance, it was just a flattened document showing this security.
