Does Acrobat Reader DC convert files to a PDF or do I need a different application to do that?

The free Reader is only to read, and fill in blocks on a form

Can I please have someone from the Adobe staff confirm what I need?  Thanks.

Staff isn't going to make this any more or less true. Adobe Acrobat Reader is called a Reader because it is made to do exactly what was mentioned above. You can however purchase an add-in service for a monthly fee that can convert many file types to pdf files. It technically is not a part of the free Reader. It's an online service that is accessible through the Reader interface.
