Reader will automatically use range loading if it is used from a web page viewed with internet explorer AND the PDF is optimised for fast web view. In other browsers Acrobat Reader is not involved in downloading the file. If the file is not optimised for fast web view, range loading cannot be used.

You can't integrate Reader into a web-page. It's an application that is installed locally on the end-user's machine, not on the web-server. You can integrate a PDF file, and if the browser is set to do so, it will display it using Reader, but that's entirely up to the user.
