Enable toolbar, but disable certain related popup toolbars

Hello,

I understand how to disable toolbar buttons using js. filing in the adobe javascript folder.  However I need to enable toolbar buttons like "T" (add a comment) but have the popup that comes with it (to edit the font/size of text) to not appear when it is clicked.  My entire firm using one size, one color and has no need to ever change it.
