entering save location on downloads

when I download a file the first time after I turn on my Surface running W10 it asks me where I want to save the file but after that it just saves it to my windows created downloads folder.  I read another post and tried changing general preferences checking "show online storage" but it does not work!  I am about ready to rip adobe reader off my Surface and use something else!
