Error: Application Unable to start correctly (0xc0000022)

Hello:

One of our Windows 7 users has been having an issue with Adobe Reader DC. When launching the application, we get frequent message boxes popping up with the error in the subject:

Application Unable to start correctly (0xc0000022)

My research lead to another Adobe forums post: Application unable to Start correctly (0xc0000022) . Other Google search results have similar advice.

Attempting to repair and uninstall/reinstall the C++ redistributable has not helped. The list of steps we tried:

  1. Repaired C++ 2013 redistributable
  2. Uninstalled and reinstalled C++ 2013 redistributable
  3. Uninstalled/reinstalled Reader
  4. Ran sfc /scannow (no problems found)
  5. Checked permissions (user has local admin rights, but we also made sure all local users have full control rights for Adobe installation directory)

In addition to this error, the "Fill & Sign" feature does not work: when opening a document and clicking "Fill & Sign", the Fill & Sign controls display, but the document does not display below it (just blank, gray screen below the top controls).

Any further advice on the issue would be greatly appreciated.

I will be attempting those steps as soon as I'm able to get access to the workstation.
