Error Prompt about Internet Explorer Enhanced Security when it is not enabled

When a user has Adobe Reader and Adobe Pro installed they receive the message below even though internet explorer enhanced security mode is disabled.

We were able to workaround the issue by setting Adobe Reader as the default PDF Application but anytime they perform an update to adobe it is reset. Is there an alternate way to resolve this problem?
