same issue on Windows 10 and with Acrobat Reader DC 2017.009.20044

The same file can be opened with my acrobat Pro ver 8. The AR DC cannot seem to open any password protected file

First I hope you are providing the correct password for the files that you are trying to open.

Secondly, have you put any specific setting through Preferences in Acrobat.

Please share with us any test file so that we can identify the cause at our end. Also, send us the screenshot of the error message.
