Failed - insufficient permission - pdf's won't download

Mid way through downloading a few pdf's the following "Failed - insufficient permission" occurred.

Are you downloading it from a website? If yes, in that case, you will need to get in touch with the support team for that particular site.

It is from various sites such as banks, government and links from emails that direct to a download.
