File still cannot open after download Reader 2016

So I was trying to download a government file from Canada's website that requires a updated 2016 Adobe Reader. I downloaded the reader with my mac ox 10.10.5 but still I couldn't open that file, tried multiple Xs by restarting computer..... but doesn't work!!!!!!!! Super frustrating.........
