Does a recipient of a fillable PDF form need to have Adobe software downloaded in order to fill in the form?

    A user can use freeware Adobe Reader or paid version of Acrobat to fill in a PDF form. The user can download the freeware Adobe Reader from the URL Adobe - Adobe Acrobat Reader DC Distribution

    Adobe Reader is for viewing, printing, signing, and annotating PDFs. It's the only PDF viewer that can open and interact with all types of PDF content – including forms and multimedia.     I am in the process of creating CDs that will include PDF fillable forms for military members that are deployed and enrolled in an online learning the course. Their devices may have limited or no internet access. If  Adobe Reader was not previously downloaded, would they be able to view and/or fill in the form?

    Go to Adobe - Adobe Acrobat Reader DC Distribution and download the install file and include on the CD

    That could depend on how the form was produced. Many third party pdf viewers do a horrible job with dynamic forms. Some work ok. Most work with basic Acrobat created forms.

    But if you want everything in your form to work as intended then yes, it's advised to have at least the free Adobe Acrobat Reader.
