fillable form fields not showing when sent to third party for completion

We have a form that has multiple sections that need to be filled out by different people. We initially fill out the first section then send it by email to the 2nd party to complete their section. When the 2nd party completes their section and tries to send it on to the 3rd party via email, the pdf the 3rd party receives doesn't show any fillable areas when there is still a complete section that needs to be filled. Is it not possible to have a form filled out by three or more parties or are we doing something wrong in the setup that is causing this? Any help would be greatly appreciated.

As you have mentioned, the form fields does not appear to the third party when send document via email.

Would you nind sharing the exact workflow you use to create and send the docuement to be filled or signed?

Are you using Acrobat Pro DC or Acrobat Reader DC? Share the application version. To check the application version, use the steps mentioned here: https://helpx.adobe.com/acrobat/kb/identify-product-version.html

Basically the workflow is, we have a fillable PDF with three sections, before we send it to the 2nd party to fill out, we fill out the info in section 1. That partially filled PDF is then emailed to the 2nd party. They then download, fill out the info in section 2, save it and email that PDF with sections 1 and 2 filled in to a 3rd party. It is when it is emailed to the 3rd party that they can no longer see the fields that need to be completed, section 3 where they need to put their info doesn't show any fields, at this time the PDF looks like a normal non-fillable pdf. We are using Adobe Acrobat Pro 2017.
