Fillable Form Sometimes Shows Data

There is a bunch of discussion on fillable forms not showing data and not really any good solutions or reason why.

Mine issue is with the W-9.

I have Adobe Acrobat Pro(version: 11.0.23) installed.  I have Security (Enhanced) under Preferances enable.

When I open the W-9, I get the Proected View warning as expected and the fill-in boxes show data.

When I click "Enable All Features" the fill-in boxes go blank.

 

When I use Adobe Acrobat Reader DC (version: 2022.001.20117) with  Security (Enhanced) enabled.

When I open the W-9, I get the Proected View warning as expected and the fill-in boxes show data.

When I click "Enable All Features" I get the message "This document enabled extended features in Adobe Acrobat Reader.  The document has been changed since it was created and use of the extended features is no longer available".  But this time the fill-in show data.

 

And like other posts When i open in a browser the fill-in boxes show data.

 

I beleive the original (true blank form) came from the IRS website.

Any thoughts on how to permanently the data from the filled in form boxes?
