Fillable PDF - can't be displayed

i am trying to access a government form T3010 - but when I try to open the fillable version of the PDF - I get the message below. I tried to upgrade and it indicates I already have a higher version available.  How can I fix this?

    I got this message too for Form T1134 but when I went to my downloads folder, it was there.

    So check your download folder

    It's May 2021, and this problem STILL exists! And yes, I do have the most recent version of Adobe Reader and it will open the "non-fillable" PDF of the same document.

    You have to open the file in Reader, not in a browser or any other application.
