Form signing to unlock parts of the pdf

Hi all,

I would like to ask if in Acrobat reader is possible create a document with this features:
first page with sign form (check box) always visible and second part of the document not visible until the person sign the form accepting the rules.
if if the person accepts the described rules, they can access the second part of the document (pdf) and see the content inside.
Is it possible?

I am not good in acrobat reader,  but I saw it is possible do a  lot of  stuff.
