Formularios pdf de organismo oficial que no se abren

Cuando intento descargar este pdf:

recibo este mensaje:

Lógicamente me he descargado la última versión de Adobe Reader pero me da el mismo mensaje, tanto intentando abrirlo con Explorer como con Chrome...

¿Alguien me puede echar una mano?
