Free Adobe Reader fails if you buy a license for Pro

All I want to do is READ ONLY a .pdf file, but if other users are logged into all of the concurrent Pro licenses I bought, I can not use the read-only "free"  reader version. That is counterintuitive....

Your message does not make much sense. I think you should rephrase. Just buying Acrobat Pro licences does not disable Acobat reader.

If licenses are exhausted in Pro, it does not automatically use the free
version

You do not give us all the information you should. What is your OS? I suppose you are on managed computers. On my system users have assigned licences. Wanna bet?
